Velvet Pup

This is one of the stranger pieces I've come across. A cartoon animal portrait of a dog painted on black velvet, boarded by a wood frame. The internet has provided me with little information other than this piece and pieces like it we're probably sold as market art in Mexico. The word 'Mexico' is written in chalk on the back of the frame. Similar images I've found on google show the piece being featured prominently under black light, so this could be something made in the vein of those Pink Floyd poster's that glow in the dark you hang in your basement (if you're a teenager in the 70's). You can see in this specific piece where the felt painting wasn't completed which makes me think this was either a piece that was abandoned or unfinished or simply a very amateur attempt at bootlegging a popular image in a different medium.  Do you ever think about pieces like this and wonder if the abecedarian artist ever progressed and moved upwards? Or if they have any idea that this piece is sitting in my room in Guelph, Ontario at the minute?
